GCAR Advocates for Private Property Rights at County Commission Meeting

January 13, 2026 Grand County, CO — The Grand County Association of REALTORS® attended a recent meeting of the Board of County Commissioners to provide public testimony in support of reinstating the ability to allow garages or storage structures on vacant land prior to construction of a primary residence.

In its remarks, the Association 2026 President of the Board, Morgan Keeler, emphasized the importance of protecting private property rights while supporting practical, enforceable land-use regulations that reflect the realities of rural and seasonal development in Grand County. The testimony acknowledged the County’s concerns regarding unpermitted conversions of garages into living space and encouraged targeted enforcement solutions rather than broad prohibitions that impact responsible property owners.

“Allowing modest storage structures on vacant land supports responsible, phased development and helps property owners care for and prepare their land without forcing premature construction,” said Keeler. “Reinstating this option with clear safeguards strikes the right balance between flexibility for landowners and the County’s enforcement goals.”

The Association also expressed appreciation for the Commissioners’ willingness to revisit the issue and engage with stakeholders.
